Civilian Welfare Foundation (CWF) is a women-led NGO founded in Kolkata in 2011, with offices in Kolkata, Bolpur and Delhi-NCR. For fifteen years we have worked where disability, gender, education and healthcare meet. If you lead CSR at an Indian company and are looking for an implementing partner in West Bengal, this page sets out what we do, how we are registered and how to start a conversation.
Why partner with CWF
We are an intersectional organisation. Our programmes reach people who often fall between the gaps of other schemes: women and children with disabilities, transgender and LGBTQIA+ people, child labourers and tribal communities in rural Birbhum. We design work that is inclusive, innovative and inexpensive, and we measure it. Our research has been carried out with Stanford University and the University of California, Berkeley, and our work has been covered in over 400 media publications.

Our work mapped to Schedule VII
Schedule VII of the Companies Act, 2013 lists the activities companies may include in their CSR policies. Our programmes fit these items:
- Item (i) – “promoting health care including preventive health care and sanitation”: CWF Labs runs diagnostics and research services in rural and tribal areas, including over 50 health camps in tribal villages in Birbhum and anaemia screening for 900 tribal women and children. We also hold gender-affirmative health camps in Kolkata and Delhi-NCR. During COVID-19 we distributed rations, menstrual hygiene and sanitisation kits to over 35,000 people.
- Item (ii) – “promoting education, including special education and employment enhancing vocation skills especially among children, women, elderly, and the differently abled”: Icchedanar Pathshala, our inclusive bridge school for child labourers, and India’s first paramedical training for individuals from the LGBTQIA+ community.
- Item (iii) – “promoting gender equality, empowering women ... and measures for reducing inequalities faced by socially and economically backward groups”: sports, skill-building and sensitisation programmes for women and transgender people, and Asia’s first transgender documentary team in North Bengal.
- Item (vii) – “training to promote rural sports, nationally recognised sports, paralympic sports and Olympic sports”: Advancing Olympism365 Bengal (sports training for 600 women with intellectual disabilities), India’s first National Para-Triathlon, mixed disability football, wheelchair cricket and the Walk for Paralympics.
